Balearic island councils are pushing ahead with their crackdown on traffic, although Mallorca appears to be in the slow lane with regards to deciding what action it will take. However, Ibiza Council has proposed setting a maximum limit of 18,918 vehicles per day in circulation for the coming summer season, which is 1,250 fewer than last year’s authorised limit.

This figure will serve as the basis for the participation process that the institution has opened for the sectors affected, before approving the regulation for the 2026 and 2027 summer seasons, the island’s administration has reported in a statement. The council acknowledges that this proposal ‘clearly’ accelerates the containment schedule set out in the technical capacity study prepared by Movytrans.

With this year’s reduction and the new reduction proposed for 2027, the council will achieve in ‘just two years’ the vehicle limit that the study set for a five-year horizon, the administration has highlighted. The proposal also incorporates dynamic management to improve efficiency during the busiest weeks, adjusting the period of application from 1 June to 15 September, instead of 1 June to 30 September.

Within the general daily vehicle limit, the proposal also sets the maximum number of rental vehicles without drivers, which is reduced for the 2026 season and provides for a further reduction in 2027.
Data from the Balearic Islands Port Authority (APB) show that the total volume of passenger and goods vehicles accumulated between June and September has been reduced by around 30,000 vehicles.

The council highlights that these figures confirm the ‘positive effect’ of the first regulatory measures.
During the participation process, the sectors directly affected will be given a hearing before the agreement is finally approved by the council plenary. The process will be dedicated to gathering contributions and adjusting the final text for the limitation during the next two summers of 2026 and 2027.

Restrictions on vehicles entering Mallorca are due to be implemented this summer. The Balearic Parliament has to legislate on these restrictions, the proposals for which come from the Council of Mallorca. An obstacle to legislation is that the Council can’t agree on the measures.
