Restrictions on vehicles entering Mallorca are due to be implemented next summer. The Balearic Parliament has to legislate on these restrictions, the proposals for which come from the Council of Mallorca. An obstacle to legislation is that the Council can't agree on the measures, as was the case at Thursday's meeting of the Council.
Unlike the Balearic Government, the Partido Popular and Vox have a formal coalition at the Council. Not that this makes legislative proposals any less complicated. Vox oppose the measures. This opposition was reiterated on Thursday.
Support from opposition parties is therefore necessary. At the meeting, PSOE presented a motion for restrictions to be effective from summer 2026. This was backed by Més and El Pi as well as by the PP. But not by Vox. This was a motion to set a timetable. It wasn't final agreement on actual measures. There is still uncertainty as to when (or if) this can be reached.
Even if there is agreement, the necessary parliamentary legislation is certain to run up against the same differences between the political parties. PSOE and Més would in all likelihood accept measures their colleagues at the Council have agreed, so the legislation should eventually go through. The question would be when, as parliament has its own legislative agenda.
The chances of restrictions being in place for this coming summer are slim.
