Five-year-old Frodo Baggins became the first animal to travel to Britain on a pet passport when London relaxed its century-old quarantine laws on Monday. One hour after the new regime came into force, the small black pug sailed into Dover, southern England, by ferry from the French port of Calais to a celebrity's reception. Before Monday, Frodo would have faced a lonely and expensive six months in kennels.
