Spain not giving up on non-EU foreign property investment restrictions

It was recently reported that foreigners own almost 50% of the homes in some municipalities on the island. The Serra de Tramuntana is experiencing this phenomenon with greater intensity, but the loss of Mallorcan properties to citizens of other countries threatens to spread along the entire coastline.

And according to Politico, the Spanish Prime Minister used the recent international conference over the weekend, at which the British government was present, to unite socialist leaders against the far right and at the same time outlined new steps to regulate real estate.

Pedro Sánchez emphasised the need to limit the influence of foreign buyers on the housing market.
According to Politico, the prime minister recalled plans to ban the purchase of housing in Spain by non-resident foreigners from non-EU countries. During an EU summit in Brussels last November, Sánchez tentatively raised the idea of limiting the purchase of second homes in high-pressure areas across Europe.

However, further details remain unclear, including whether any such policy would affect only foreign or non-island residents, or if local residents in those regions may also be impacted. According to the 2025–2026 Luxury Residential Market Evolution and Trends Report from valuers Tecnitasa, the high-end residential market, while by no means abandoning favoured coastal areas such as those of Andratx and Calvia, is shifting towards Mallorca’s interior.

Binissalem, Bunyola, Sencelles are among the municipalities where there is growth in a market with properties priced at between three and five million euros. The company attributes this to a change in purchaser preferences, placing priority on quietness, scenery and authenticity.

It emphasises that value in the luxury market cannot be measured solely in traditional terms. “Factors such as the uniqueness or location are decisive and require a much more qualitative analysis than with conventional residential properties.”
