Palma targets ageing hotels and illegal tourism in new Playa de Palma revitalization plan

The project also envisions a surface car park with over 300 spaces in les Meravelles, plus renew drainage networks and street lighting

The mayor of Palma, Jaime Martínez Llabrés, unveiled the comprehensive 'Global Plan of Action' for Playa de Palma on Tuesday in Berlin. The strategy consists of over 36 targeted measures structured around five pillars: sustainability, mobility, facilities, housing and security, aiming to rejuvenate this prominent tourist zone in the Balearics.

Addressing the challenges facing Playa de Palma, the plan focuses on modernising hotels with fewer than four stars, which account for 25% of accommodation capacity. The mayor emphasised efforts to eradicate illegal tourism provision and improve infrastructure, urban quality and community coexistence.

On environmental fronts, Martínez highlighted the city council's plans for an extensive overhaul of the Passeig Marítim. This includes developing five green corridors, including the already completed Camí de les Meravelles, and restoring the es Carnatge area with a first-phase investment of 2.2 million euros and a second phase currently being drafted. Works are also underway to redesign public squares such as les Meravelles and dels Nins, upgrade the Mar Jònic park, and renew drainage networks and street lighting.

For mobility, the project envisions a surface car park with over 300 spaces in les Meravelles, along with 13 new stations for the city's bike-sharing scheme, BiciPalma, integrated with the planned Palma-Llucmajor rail line.

Regarding facilities, the former Dino Golf site is slated to be transformed into a large green space featuring sports amenities. Additionally, a cultural centre focused on archaeology is planned in es Carnatge, aligned with Palma's cultural candidacy.

In terms of housing, the initiative includes building more than 600 residential units in ses Fontanelles and Vista Alegre, a ban on new tourist rental licences throughout the municipality, and a specific programme targeting illegal accommodation practices.

Furthermore, the plan promotes the creation of a 20,000-square-metre exhibition centre with an 8,000-person capacity, with construction set to commence in 2027.

On security, the mayor stated that the SETUR operation, which issued 2,500 infraction reports related to civic regulation breaches last season, will be reinstated to maintain public order.

During his stay in Berlin, Jaime Martínez also supported the launch of Art Cologne Palma, scheduled for April at the Palma Congress Palace, serving as a spring extension of the renowned Art Cologne event.
