Since the Balearic Government introduced an amnesty in order to allow properties on rustic land to be legalised, there has been a flood of applications, and none more so than in Pollensa. To date, the town hall has received 355 applications, a number which demonstrates the significant administrative impact of the amnesty.
In 2024, the Pollensa urban planning department received twenty legalisation applications. In 2025 the number increased to 148. So far this year there have been another 187.
Pollensa is one of the municipalities in Mallorca with the highest concentration of properties on rustic/rural land - 2,634, which equate to 4.8% of all such properties in the Balearics.
The amnesty allows legalisation subject to certain requirements. These include demonstrating sufficient age (these properties are invariably decades old) and not having had recent demolition orders. Property owners pay a fee calculated on the current value of the building.
The planning department at the town hall - and this is the case in other municipalities - was already struggling with a heavy workload. This has now increased. Each application requires individualised technical and legal reports, document review, and planning verifications.
