Fines up to 500 euros for breaches of Alcudia scooter regulations

Alcudia Town Hall has approved a new bylaw to regulate the use of scooters and other personal mobility vehicles (PMVs) and to ensure their compatibility with car and pedestrian traffic.

The new ordinance prohibits the use of PMVs under the age of 15, an offence that carries a €200 fine, as also does the failure to wear a regulation helmet. Riding without the necessary insurance carries a €500 fine.

Scooter users will be obliged to wear an approved helmet and reflective gear; ride with the vehicle's lights on; and have insurance. The bylaw prohibits more than one person from riding on a scooter, riding it while wearing headphones or using a phone, and riding on pavements.

The town hall is now beginning a one-month public information campaign. After this period, fines will be issued for violations.

In a tourist municipality with heavy traffic and a lack of parking, the use of scooters and PMVs has grown significantly. As has the number of fines. In 2025 the police issued more than 300 fines of €200. A town hall statement reads: "Personal mobility is a useful and sustainable alternative. Its use must be compatible with respect for public space and the safety of everyone."
