Mallorca tourist tax debate heats up, pushes for local control

A municipal share would help fund projects for residents and visitors

Més per Mallorca has called for the introduction of a municipal tier within the Sustainable Tourism Tax (ITS), a move that would allow town councils to raise the levy locally and retain part of the revenue for reinvestment in their own areas. The proposal was discussed on Thursday at the party’s municipal assembly, which brought together ecosovereignist mayors and councillors from across the island.

Under the plan, the ITS would remain a regional tax but grant councils a degree of fiscal autonomy to increase the rate if they wish. The existing structure, which varies according to the type of tourist accommodation, would stay in place. Més argues that giving municipalities a share of the proceeds would strengthen their capacity to fund projects that directly benefit residents and visitors alike.

Party members also used the meeting to take stock of the tax’s trajectory since its creation and to explore future strategies. The debate comes at a politically charged moment: the Socialist Party of the Balearic Islands (PSIB) recently reignited the issue by registering a proposal to raise the ecotax, an idea first floated by regional president Marga Prohens.

If the Socialist initiative is taken forward, Més plans to table its municipal-tier proposal as an amendment to that legislation, sidestepping the need for a fresh parliamentary process. The party insists this approach would make the tax fairer and more responsive to the differing pressures faced by Mallorca’s municipalities.

The assembly also turned its attention to the government’s Law on Strategic Residential Projects (PRE), which Més condemned as “a law of speculative deals on rural land.” Party representatives warned that the legislation risks opening the door to uncontrolled development, undermining both environmental protections and the island’s long-term sustainability.
