Balearic “health cent” ruled illegal

Palma.—A fuel tax that Spain imposed in 2002 was illegal, Europe’s highest court ruled yesterday, clearing the way for consumers to claim back billions of euros and potentially knock Madrid’s deficit-reduction programme off track.
The tax on fuel including petrol, diesel, heavy fuel oil and kerosene ran from 1 January 2002 to 1 January  2013 in most parts of Spain but here in the Balearics it was introduced in2012 and  ran for eight months.
