Constitution Day commemoration in Palma

Margarita Mariscal de Gante, the chair of the Constitutional Comitee in the Congress, said that the model of state in force in Spain «could and should be considered an example of decentralisation» as it offers a level of home rules wich is occasionally more than that of other European countries. The former minister of Justice was speaking at the commemoration of the Constitution Day in Palma, where she was accompanied by Balearic leader Francesc Antich, and government representative Catalina Cirer, as well of other authorities. In her speech, she analysed the various responsibilites which had been transferred to the regions and said that it showed Spain had gone from being one of the the most uniform and unitary countries in Europe, to one of the «most decentralised and diverse of our continent». She pointed out that not even Germany, gives its regions such a full legislative capacity as Spain. She also mentioned the clauses of efficinecy and protection of unity included in the German Constitution wich in practice could cut the decision-making powers of the federated states.
