AN ambitious, viable plan or just more pie in the sky? At least the plan should keep the building industry happy and in work for many years to come. But how will it affect the rest of us? Improvements have been made to the public transport network in recent years, but they have not been matched by a reduction in the number of cars on the roads. And the new plan, with its train tracks, trams, bike lanes - not to mention the motorways and road widening work already in progress will eat up a lot of countryside. Cabbies already complain about the tourist trains in some resorts and ecologists resent anything which eats up part of the island, so perhaps the government will not find approval of its plan as easy as it hopes.
